0855 ET - Treasury yields and the dollar rise as the Trump administration receives with skepticism Iran's proposal to reopen Hormuz in exchange for the end of the U.S. blockade to its ports. Oil futures rise more than 3%. April's Conference Board consumer confidence index is expected to decline.
