金吾财讯 | 欧盟委员会近日宣布联合多家开发银行发起“全球绿色债券倡议”(GGBI)基金，旨在通过混合融资模式为新兴市场及发展中经济体(EMDE)的可持续基础设施动员高达200亿欧元的私人资本。该基金是目前该领域规模最大的公私合营项目之一。初始阶段，由德国复兴信贷银行(KfW)、欧洲复兴开发银行(EBRD)及欧洲投资银行(EIB)先行提供10亿欧元的“催化资本”，承担首损责任并由欧盟提供担保。以此为杠杆，基金将吸引养老基金等机构投资者进入EMDE绿色债券市场，并计划额外向私人投资者发行20亿欧元票据。该基金被纳入欧盟“全球门户”(GlobalGateway，也有外媒称之为“欧洲版的‘一带一路’倡议”)战略，由东方汇理(Amundi)负责运营。除资金注入外，基金还将提供技术援助，以提升绿色债券发行的专业性及项目透明度。此举被视为欧洲进一步深化海外战略基础设施投资、在全球可持续金融领域增强竞争力的重要信号。
