5月15日任期届满前夕，美联储主席鲍威尔在当地时间周三的议息会议后公开表示，卸任主席后将继续以理事身份留在美联储，任期延续至2028年初。这一安排打破了数十年来历任主席在继任者上任时同步离开的惯例。他将这一决定与外部压力直接关联，称来自特朗普政府的法律行动已构成“前所未有的攻击”。在他看来，这些举措正在威胁美联储在不受政治干预情况下制定货币政策的能力，并削弱机构本身的稳定性。
就在他表态前一周，美国司法部官员已暂停针对其在美联储大楼翻修项目中监管行为是否涉及刑事问题的调查。此前，法院在3月叫停了向美联储发出的传票，同时参议院方面也曾威胁无限期延后对凯文·沃什（Kevin Warsh）的提名确认程序。鲍威尔表示，这场持续的法律争议使他“别无选择”，必须继续留任，直到相关问题得到“完全且透明”的处理。他同时强调，将以“低调”方式履职，不会干预沃什对联邦公开市场委员会（FOMC）的领导。
