海越能源集团股份有限公司（HY Energy Group Co.）于今年2月在上海一家法院对花旗银行提起诉讼，指控该行未能完成一笔2023年7月发起、金额为2700万美元的汇款。预定收款方——中国中油股份有限公司(China Oil and Petroleum Co.)表示从未收到这笔款。2024年5月，花旗银行告知海越能源，这笔资金已被“划转”至美国财政部外国资产控制办公室(OFAC)。
