消息面上，信达证券研报指出，继上周美国FDA首次宣布风味口味过审PMTA，本周末FDA发布关于未经授权的ENDS和尼古丁袋产品执法优先级的指导，重申所有未经PMTA的产品均为非法。FDA同时宣布将建立网页，列明符合非优先执法条件的生产企业及其产品。
信达证券表示，在美国政府限定雾化电子烟仅能为烟草以及薄荷醇口味后，合规龙头第一时间下架风味产品。预计龙头合规品牌近年来持续提交风味产品PMTA(至今仍未通过)，本次政策调整变相允许龙头企业可直接下场，加入风味市场销售。该行预计凭借强大渠道/产品等优势，合规龙头市占率有望加速提升，核心供应商有望充分受益。预计后续FDA监管方向将更加聚焦严查非法+放松合规果味。
