ChainCatcher 消息，据 Bits.media 报道，俄罗斯国家杜马正在审议一项与《数字货币和数字权利法》并行的配套法案，拟对价值超过 100 万卢布（约 1.37 万美元）的加密货币交易进行强制监控。法案要求运营商识别客户、识别可疑交易、实施内部控制和文档管理、向政府机构传输数据并与俄罗斯央行对接。
数字合规将成为强制要求，包括检查钱包和加密货币的洗钱、资助被认定为不良组织等风险。兑换商可委托银行进行客户身份识别程序，且必须以非信贷机构身份运营，央行有权限制其活动、要求更换管理层、从登记册中除名甚至通过法院清算公司。
配套法案还包括行政和刑事责任，违规罚款对公职人员 3 万至 5 万卢布，法人 70 万至 100 万卢布。非法组织加密货币流通最高可判处七年监禁。
