消息面上，5月21日，中国秦发发布公告，公司获知会，公司一名主要股东及若干执行董事已于2026年5月21日透过于市场上收购增持其各自于公司的股权。增持事项(乃按现行市价于公开市场上进行)的详情载列如下：公司主要股东徐吉华先生购入510万股公司普通股；执行董事白韬先生购入100万股股份；及执行董事翟依峰先生购入100万股股份。国盛证券认为，购股权与二级市场增持双管齐下，高管利益与股东长期深度绑定，对印尼产能与盈利能力高度确信。
国盛证券续指，根据cctd 预判，印尼出口国企专营政策落地后，叠加产能管控带来的供给稀缺性，印尼煤FOB价格中枢或将上移，对中国秦发布局印尼未必尽是利空。该行认为政策出台核心是推动煤炭行业合规化、高质量发展，打击不合规与灰色套利，对长期合规经营的企业实质冲击有限，反而构成利好。伴随行业供给收缩、煤价中枢上移，叠加不合规中小矿加速出清，公司有望进一步提升在印尼煤炭市场的份额与盈利弹性。
