消息面上，公司官宣同美国商务部落地 CHIPS 计划最终合作协议，合计可申领最高 16 亿美元配套资金，依托这笔资金搭建从稀土开采到永磁制造的全链条本土产业布局。资金拆分呈现两层架构，其中联邦补助上限 2.77 亿美元，另有依托 CHIPS 法案设立的 13 亿美元高级担保授信，款项发放绑定项目各阶段落地指标。
叠加年初落地的 15 亿美元私募融资，企业可动用落地产能建设的协议资本合计约 35 亿美元。资金将集中投向四大实体项目，推进德州 Round Top 重稀土矿区开发，项目规划 2028 年实现商业化投产；同步配套矿产品分选精炼工序，落地年产万吨稀土金属与合金产线，在俄克拉荷马、南卡两地扩建万吨钕铁硼磁体产能，完善本土深加工闭环。
本次合作附带股权对价条款，企业需向商务部配发 1610 万股普通股、1760 万份认股权证，成为美国依托产业法案深度绑定本土关键矿产企业的又一落地案例。
