消息面上，住房城乡建设部副部长秦海翔6月8日在国务院政策例行吹风会上表示，国家层面正在研究制定城市更新相关法规，住建部支持各地出台地方性法规。目前，全国已有4个省份和20个城市出台城市更新的地方性条例。同时，鼓励民营企业参与城市基础设施建设运营，来构建可持续的城市建设运营投融资体系。国家发展改革委固定资产投资司负责人关鹏在国务院政策例行吹风会上表示，近年来，国家发改委大力支持城市地下管网建设改造，按照“两重”建设工作部署，国家发改委联合住建部通过超长期特别国债，支持城市气、供水、排水、污水、热力等老旧管网建设改造。后续在“两重”建设中，继续安排超长期特别国债资金，对城市地下管网建设改造项目予以加力支持。
