香港特区政府财经事务及库务局局长许正宇表示，两家持牌的稳定币发行人在正式运营前，需完成技术平台与系统测试、落地各项风险管理举措(涵盖储备资产管理与资产安全保障、币值稳定机制、赎回规则、网络安全等)。金管局始终与持牌发行人保持密切沟通，保障各项筹备工作稳妥推进。结合两家机构当前业务规划，香港受监管的稳定币预计今年年中即可率先推出。
另外，金管局已主动联系其余申请机构，开展进一步沟通对接。
在申请机构满足《稳定币条例》基本准入要求的前提下，金管局将采用统一且严格的标准审核申请，重点考察三点：一是能否打造切实可行、助力全行业生态发展的应用场景；二是是否具备稳健可持续的运营模式，以及相应的风险管理能力与从业经验；三是严格遵守香港及其他相关地区的法律法规。
