ChainCatcher 消息，Coinbase 首席执行官 Brian Armstrong 发推表示，“多年来，加密货币交易一直向海外转移，因为美国缺乏明确的监管规则，而永续合约虽然深受交易者青睐，却在美国被禁止。坦白说，大约一半的永续合约交易量来自美国用户，他们通过 VPN 使用离岸产品，且 KYC 审核宽松。其他公司则设立离岸实体，想方设法规避监管。经过我数十次亲赴华盛顿特区，以及政策团队更多次的沟通，我们终于获得批准，让美国用户能够使用真正的全球永续合约。”
此前消息，CFTC 市场参与者部门向注册期货佣金商 Coinbase Financial Markets（CFM）发放解释函及不采取行动函，允许其向美国用户提供在关联外盘交易所 Deribit FZE 上市的加密期权及永续合约。函件确认，上述永续合约可依据 CFTC 第 30.1 条法规归类为境外期货。
此外，在特定条件下，CFTC 不会就 CFM 将客户持有的数字商品及支付稳定币转至其境外经纪关联方用于保证金一事建议采取执法行动，该关联方可对上述客户资产行使再使用权。
