ChainCatcher 消息，Coinbase 首席执行官 Brian Armstrong 在 X 平台发文称，美国应重新审视合格投资者法律，公司私有化时间越来越长，只有合格投资者（即富人）才能参与早期投资，普通零售投资者只能在 IPO 后入场，而此时大部分上涨空间已被消化。这些规则初衷是为了保护普通投资者免受诈骗，但实际上往往使不富裕的人更难致富。Armstrong 提出两种可能的改革路径：一是用基于能力的标准取代现有规则，例如通过金融知识测试即可获得合格投资者资格；二是完全取消该规则，让成年人自行评估风险，同时保留信息披露要求和欺诈执法措施。
