以太坊基金会长期奉行“减法”理念，即降低自身在生态中的中心化影响，使价值更多在外部生态中生成，但这一策略在减少权力集中的同时也带来了“合法性边界不清”的问题，使生态难以自然生成替代性制度中心。
在资金层面，以太坊正接近潜在“结构性资金缺口”，包括协议激励计划（CIP）在 2026 年结束，以及基金会 ETH 储备消耗后进入收缩周期，可能导致核心开发资金下降至约 3000 万美元级别的长期压力。
若缺乏持续资金机制支持，核心开发团队与基础设施能力可能面临流失风险，从而影响网络长期可靠性，并可能形成“未被资助的协议负担”。
