联合国全球航运监管机构国际海事组织（IMO）周五估计，霍尔木兹海峡的传统航道内大约有80枚水雷，这表明要让海峡石油运输完全恢复正常依旧困难重重。
伊朗战争导致在霍尔木兹海峡形成了两条替代航道：一条紧贴阿曼海岸，并由美国协调；另一条由德黑兰控制、更靠伊朗一侧。之所以出现这种情况，是因为人们认为中间的航道，即所谓分道通航制的区域，被布设了水雷等爆炸装置。
对于那些负责将中东石油、天然气及其他货物运往全球市场的船东和船员来说，这些爆炸装置的存在是他们最担心的问题之一。
自上周美伊达成临时和平协议以来，航运业一直敦促政府恢复传统航道。但要做到这一点，必须清除这些爆炸装置。外界普遍预计这一清除过程将耗时数周。
根据协议条款，伊朗应该负责清除这些水雷，尽管目前尚不清楚进展如何。相反，德黑兰的态度反复无常，有时称船只目前可自由通行，有时又称通行需获其授权。
