在上海市政府新闻发布会上，国家发展改革委创新和高技术发展司副司长王若蒙今日披露了我国人工智能产业“十五五”期间的工作思路： 一是加快自主创新。强化模型、算力、数据等关键技术攻关，加大基础研究，形成更多原创性成果，为全球人工智能发展贡献中国智慧。 二是强化应用牵引。聚焦对经济贡献大、战略价值高、社会效益好的领域，开放一批高价值场景，打造一批标杆应用。同时，关注人工智能对就业的影响，促进人工智能创造新岗位、赋能传统岗位，优先在“险脏累繁重”场景推广应用。 三是深化生态协同。持续推动软硬件深度适配、开闭源共同繁荣、产学研用贯通融合、区域错位发展，大幅提升生态协同效能。 四是坚持开放共赢。广泛开展人工智能国际合作，推动技术开源普惠，支持全球南方国家加强人工智能能力建设，积极参与人工智能领域国际治理。 五是确保安全可控。统筹发展和安全，加快推进人工智能领域立法，健全制度规则体系，防范数据滥用、深度伪造、隐私泄露等风险，确保人工智能发展为人类所用、为人类所控。
