罚单显示，福建长乐农村商业银行股份有限公司的主要违法违规行为是：违法发放个人经营性贷款。
针对上述违法行为，福建金融监管局对福建长乐农村商业银行股份有限公司合计处以60万元罚款，对曾强给予警告，对林丽华给予警告并处以5万元罚款，禁止苏良涛从事银行业工作终身。
