欧洲中央银行管理委员会成员、意大利央行行长法比奥·帕内塔（Fabio Panetta）7日在罗马出席一场关于货币政策传导挑战的学术会议时表示，当前欧元区经济前景依然脆弱。鉴于全球经济正面临深刻的结构性转变，他呼吁货币政策的制定必须具备前瞻性，并在多种假设情景下进行压力测试与审视。

帕内塔在发表主题演讲时指出，全球经济已步入一个可被称为“大重构”（Great Reconfiguration）的新阶段。他强调，在深层地缘经济结构调整与外部环境不确定性交织的背景下，欧元区的复苏势头仍面临多重脆弱性风险。

为此，帕内塔重申，欧洲央行在评估和确立下一阶段的货币政策路径时，不能仅依赖单一的基准预测模型，而必须将政策工具置于更广泛的宏观经济情景中进行全面论证，以确保政策的灵活性与抗风险能力，从而有效应对全球经济转型带来的长远挑战。
