美国驻北约大使周一表示，围绕特朗普政府向盟国施压以增加国防开支的运动，北约内部出现的紧张局势反映的是“成长的烦恼”，而非危机。

　　“我们的目标是让欧洲接管欧洲大陆的常规防务。”马修·惠特克在土耳其安卡拉举行的关键北约峰会前夕表示。在谈及美国对欧洲防务和安全事务的参与时，他说：“我们不会离开，我们只是做的变少了。”

　　惠特克表示，他认为目前围绕欧洲各国政府国防开支的紧张局势属于“成长的烦恼”。

　　“我认为这些只是我们以前克服过的挑战。”他说道，并强调了欧洲各国国防开支的不均衡，其中包括他所说的“落后者”，这些国家必须承诺在未来十年内增加开支。

　　在去年的荷兰海牙北约峰会上，盟国们同意了一项目标：到2035年将国防开支提升至GDP的5%，其中核心国防开支占3.5%。

　　这一协议在华盛顿施压多年后达成，被广泛视为跨大西洋联盟的一项突破。

　　北约秘书长马克·吕特表示，当前的任务是“将盟国的承诺转化为具体成果”。各国领导人将于周二和周三在安卡拉举行会晤。
