国务院印发《“十五五”碳达峰行动方案》提出，推动产业结构绿色低碳转型。稳妥有序推进重点行业化解结构性矛盾，依法依规淘汰落后低效产能和工艺设备。加强水泥产能规范管理。有力有效管控“两高”项目，强化源头把关，严格节能降碳审查评价，落实新（改、扩）建“两高”工业项目实施碳排放等量或减量置换要求。加快发展绿色能源、绿色制造、绿色服务等绿色低碳产业，持续增强新能源、新能源汽车、动力电池等产业竞争优势，培育氢能、绿色燃料等产业。支持碳管理服务业发展，推广合同能源管理等第三方治理模式，推进数智技术赋能绿色低碳发展。
