韩国反垄断监管机构周四作出处罚决定，对八家SolidWorks软件本土经销商合计处以23亿韩元（约合152 万美元）罚款，原因是这些企业串通操纵售价。

　　韩国公平交易委员会（FTC）表示，这八家企业代理销售达索系统SolidWorks公司研发的工业软件 SolidWorks。该软件广泛应用于机械、医疗器械等多个行业。八家经销商实施价格串通行为，抬高采购方的采购成本。

　　韩国公平交易委员会称：“多家SolidWorks经销商通过线下会面、手机线上沟通的方式，协商划定最低销售价格，以此规避同业竞争、最大化自身利润。” 委员会补充说明，该串通行为持续时间为 2021 年至 2024 年。

　　韩国公平交易委员会表示，这八家经销商包揽韩国国内全部相关市场份额，各方还达成约定：不抢夺其他经销商已锁定的客户；若收到这类客户的询价，统一报出高于指定标准的报价。

　　该监管机构指出，这些价格垄断行为推高了本土企业的软件采购成本，削弱了韩国本土企业的产业竞争力。

　　例如，在2023年第三季度，与2021年第二季度相比，SolidWorks CAD产品平均价格在未进行定价调整前上涨了53.8%。

　　根据韩国公平交易委员会的数据，截至2023年，韩国相关市场的规模估计为547亿韩元。
