联合声明呼吁英国央行、英国金融行为监管局（FCA）以及美国 CFTC 和 SEC 就代币化资产处理方式制定方案，并指示 FCA 和 SEC “探索促进跨境融资的选项”。声明还提出支持稳定币、代币化存款等资产的竞争与创新，强调托管、储备隔离和消费者保护等标准，并在破产情况下为稳定币持有者提供明确的优先法律索偿权。此次声明正值美国《GENIUS 法案》通过一周年，美联储主席 Kevin Warsh 在众议院金融服务委员会听证会上表示“正赶在 7 月 18 日截止日期前出台相关规则”。
