ChainCatcher 消息，据 The Block 报道，美国监管机构未能在 GENIUS Act 规定的 1 年期限内发布落实美国联邦稳定币框架所需的最终规则。该法案由特朗普于 2025 年 7 月 18 日签署生效，要求 OCC、美联储、FDIC、NCUA、美国财政部及各州稳定币监管机构最迟于 2026 年 7 月 18 日前完成配套规则制定。
截至当地时间 7 月 18 日下午，OCC、FDIC、NCUA 和财政部发布的主要规则方案仍停留在提案阶段，部分涉及美联储及反洗钱监管的规则甚至仍在公开征求意见。报道指出，法案并未规定错过期限将自动顺延，也未暂停相关法定要求或推迟整体框架生效。
其中，OCC 的综合实施提案涵盖储备资产、资本、流动性、托管、风控和报告要求；FDIC 的提案涉及储备、赎回、托管及稳定币储备金的存款保险处理；NCUA 于 2 月和 5 月分别提出牌照及运营风控方案，但后者的意见征集直到截止日前一天才结束，客观上已无法在法定期限前完成正式制定。报道称，这意味着稳定币框架运行所需的部分关键规则至少要在截止日后才能最终落地。
