据一财，随着下半年财政资金投入基建节奏加快、相关项目加快推进，多位专家预期，下半年基建投资增速将有所回升。粤开证券首席经济学家罗志恒认为，从资金端看，2026年基建相关财政资金全年额度较为充足，下半年支出和发行进度有望明显提速，从而对基建投资形成更有力支撑。根据今年预算，预计6～12月，全国一般公共预算支出中四项基建支出规模约4.4万亿元，同比增长7.8%。另外，政府性基金支出中，6～12月新增专项债发行规模将达到约2.9万亿元，大部分资金支持基建项目建设。 罗志恒分析称，从项目端看，今年上半年处于前期准备阶段的部分重大项目，有望在下半年陆续进入开工建设和投资实施阶段。为保障实现全年经济社会发展目标，地方政府工作重心预计将向稳增长和扩大有效投资倾斜，重大项目建设、资金拨付和工程实施进度均有望加快。国家统计局最新数据显示，今年前两个月基建投资增速跃升至11.4%，但此后几个月增速有所放缓。今年上半年基建投资增速同比下降2.4%。
