ChainCatcher 消息，据 Bits.media 报道，俄罗斯政府加密监管法案最终版本新增限制，拟禁止非专业投资者购买外国稳定币，这一群体涵盖了该国绝大多数居民。法案新增“外国数字工具”和“无交割外国数字工具”两个概念，有抵押支持的稳定币被归入后者。
合格投资者可购买外国数字工具，非合格投资者仅能购买央行特别清单中的特定资产。俄罗斯央行 6 月底提出稳定币监管框架草案，要求所有交易在国家控制下进行，通过交易所或合法兑换点完成。央行行长 Elvira Nabiullina 此前表示对外国稳定币持“谨慎态度”，因其发行方可冻结用户钱包中的资产。
