ChainCatcher 消息，据 Bits.media 报道，俄罗斯国家杜马金融市场委员会主席阿纳托利·阿克萨科夫表示，针对非法加密货币交易的刑事责任法案二读、三读将推迟至新一届国家杜马审议。原因在于杜马春季会期将于 7 月 27 日结束，8 至 9 月为选举休会期，杜马选举投票将于 9 月 20 日结束，因此最早将于秋季会期重启审议。
该法案已于 7 月初完成一读，对组织非法加密货币流通的行为最高可处 7 年有期徒刑，相关处罚条款拟于 2027 年 7 月 1 日起正式生效。按照现行监管框架，俄罗斯公民仅可通过持有俄罗斯央行牌照的机构买卖加密货币，P2P 及场外交易或面临刑事追责。阿克萨科夫否认法案将波及加密货币兑换商及 P2P 用户的担忧，称相关顾虑“毫无根据”。与此同时，俄罗斯政府另一项加强加密货币国家管控的《数字货币与数字权利法》亦遭推迟，原定 7 月、9 月生效的时间表均已落空。
