金吾财讯 | 彭博消息，新墨西哥州监管机构二次否决 Energy Transfer LP州属土地管道通行租赁申请，17 英里绿色辣椒管道计划每日输送 4 亿立方英尺天然气，配套支撑甲骨文 (ORCL) 木星计划数据中心供电，审批受阻将延后项目落地节奏。
州土地办公室 7 月 14 日文件指出，该项目仅利好企业投资方，本地收益有限，同时大量消耗干旱地区水资源、加剧气候压力，当地居民亦因环境问题持续反对园区建设。该管道原定 8 月 15 日投产，甲骨文此前曾申请联邦加急审查，企业称工期延后将推高项目成本，目前管道年内完工可能性较低，能源机构预判投产时间最早顺延至明年。
州内政策层面风险持续升温，当地议员拟出台法案全面暂停大型数据中心新建，纽约州已率先落地一年禁令。Energy Transfer 表示将持续完善材料满足许可要求，甲骨文则对外称项目整体推进节奏不变，将持续对接政府与合作方协同推进；项目配套 2.5 吉瓦燃气燃料电池由布鲁姆能源 (BE) 供应，市场认为企业可同步寻找其他能源供给方案缓解管道延期带来的影响。
