消息面上，据IEA，OECD成员国政府库存降至1990年12月以来最低水平。国海证券发布研报称，全球各国政府计划在2028年前采购大量原油，以补充之前因填补美伊冲突造成的全球供应缺口而释放的战略能源储备。该行认为油轮供给端运力净增长有限，看好运价上涨弹性。
华联期货指出，二季度中国原油进口量大降，炼厂开工率大幅下降，特别是地炼开工率降至2020年新低。后期独立炼厂预计采购中东原油增加，开工率有望逐步回升。东证期货数据显示，中国7月进口量初步数据为771万桶/天，较6月进口量数据604万桶/天有所增长。
