中国民航局副局长韩钧在国新办新闻发布会上表示，“十五五”时期，民航局将积极构建通达通畅、多元韧性、安全可靠的航空货运体系。重点推进以下五项工作： 一是畅通国际货运通道体系，提升传统市场运输效率和多链路的保障水平，加强与新兴市场货运枢纽的联系，打造全货机和客机腹舱运力协同、传统市场与新兴市场并重的国际航运航线网络，着力提升航空货运的全球覆盖能力。 二是增强航空枢纽货运功能，尤其是注重提升北京、上海、广州、深圳、成都等国际航空枢纽的国际航运服务能力，增强鄂州等专业性货运枢纽机场功能，支持有关外贸大省依托枢纽机场提升国际航空货运能力。 三是提升机场货运设施适配能力。 四是培育多样化航空货运企业，支持我国货运航空公司做大做强，向综合物流集成商转型。 五是推进航空物流的降本提质增效。
