快科技7月22日消息，荷兰外交部资助的中国知识网络与海牙战略研究中心近日联合发布一份报告，将中国半导体行业列为极高风险等级，评级甚至高于海事和航空航天部门。
报告要求半导体企业找出皇冠明珠岗位，对直接接触者进行深度背景调查。同时建议设立由欧盟和北约共同出资的韧性基金，专门用于替换被认定为高风险的国外硬件。
报告发布前不久，美国商务部长卢特尼克在闭门会议上向阿斯麦高管表达担忧，称一台先进EUV光刻机可能已流入中国。知情者称，美方始终未向阿斯麦或外界出示任何证据。
面对美方质疑，阿斯麦坚决否认。该公司发布了一份名为无任何ASML EUV设备进入中国的迹象的文件。
文件逐一列出全球314台在运行EUV光刻机、26台已退役设备的序列号、客户名称和安装地点，全部可追溯。全球合计340台EUV设备中，中国大陆数量明确为零。
阿斯麦还列举了EUV设备体积相当于校车、重约180吨、需要持续维护等物理层面不可能流入中国的理由。
值得一提的是，该报告承认稀土管制的威力，而阿斯麦光学系统高度依赖中国出口的稀土。
