“十五五”时期，广州拟积极稳妥谋划现售制试点项目，适时选取合适地块开展试点。强化金融服务支持，鼓励商业银行提高现房销售项目开发贷款额度，给予利率优惠。对现房销售地块给予分期缴纳地价和公共资源配套支持等。继续实行预售的，规范商品房预售资金监管，规范资金使用。同时，加大金融协调联动，推进房地产开发融资方式改革，推动实现房地产开发企业融资从依赖主体信用向满足房地产项目合理融资需求转变。一个项目确定一家银行或银团为主办银行，项目开发、建设、销售等资金存入主办银行，主办银行保证项目公司合理融资需求，形成主办银行与项目公司利益共享、风险共担的良性循环机制。落实房地产项目资金封闭管理要求，项目交付前，严禁投资人违规抽挪项目公司销售、融资等资金，严禁抽逃出资或提前分红。
