国际能源署(IEA)执行主任法提赫·比罗尔发表声明称，近期霍尔木兹海峡及周边地区能源基础设施遭受的敌对行动升级，加剧全球能源供应安全担忧，也增加了市场前景的不确定性。曼德海峡作为绕过霍尔木兹海峡的重要通道，其面临的威胁进一步加剧了这些担忧。但他也指出，目前原油市场仍受到多项缓冲因素支撑。沙特阿拉伯和阿联酋等海湾产油国正通过替代运输路线维持供应，部分原油也仍能通过霍尔木兹海峡出口。IEA估计，海湾地区原油出口虽低于6月底高位，但仍明显高于3月至6月中旬水平。此外，美国、巴西、委内瑞拉和哈萨克斯坦等产油国增加出口，部分抵消海湾地区供应损失。中国减少原油进口近50%，也对稳定市场发挥作用。IEA表示，自3月11日宣布释放4亿桶石油储备以来，成员国已向市场释放约2.9亿桶，持续释放的紧急库存为市场提供支撑。
