ChainCatcher 消息，据 The Block 报道，俄罗斯央行发布数字资产与数字权利“有组织交易”监管草案，拟为加密交易所和数字托管机构设定准入与运营规则。草案要求交易所通过自有规则手册确定交易流程，并计算市场价和加权平均价；拟设立负责记账的数字托管机构，其注册资本须在 5000 万至 2.5 亿卢布之间，且为高流动、高信用质量资产。
电子平台运营商亦需满足类似资本要求，并承担数字金融资产名义账户结算职能。该草案已进入监管影响评估阶段，衔接此前通过的加密市场法案，在继续禁止加密货币境内支付的前提下，为零售合规交易提供框架。
