ChainCatcher 消息，俄罗斯央行行长 Elvira Nabiullina 表示，1194918-8 号法案对合格投资者与非合格投资者作出区分，并非仅适用于加密货币领域，而是监管中的常见安排。Elvira Nabiullina 表示，非合格投资者可参与的范围更少，是因政府通过立法保护其避免承担不了解的风险。
她指出，相关措施也覆盖加密生态，原因包括加密市场波动性，以及境外数字资产可能因与俄罗斯存在关联被扣押。1194918-8 号法案预计于 9 月 1 日生效，并与数字卢布推出同步实施。该法案规定，非合格投资者加密货币购买上限为 30 万卢布，约 3,800 美元，合格投资者上限为其 10 倍。
Elvira Nabiullina 表示，俄罗斯加密生态仍保持开放，数字资产汇回及转移至境外不受限制。她表示，投资者在境外接收相关资产后将不受俄罗斯法律保护，若出现问题需在外国司法辖区内解决。
