ChainCatcher 消息，金融监管总局、央行、证监会、财政部四部门于 7 月 31 日 联合发布《关于健全金融机构治理的实施意见》，提出 22 条措施，明确到 2029 年基本形成权责边界清晰、激励约束相容、风险管理严格、运转规范高效的金融机构治理机制。核心举措包括：严把股东准入，构建产业资本与金融资本“防火墙”，穿透识别主要股东及实际控制人，严禁隐瞒控制权及关联关系；严格规范股东行为，严禁向股东及关联方输送利益；强化董事、高管等“关键少数”责任，严防违法违规人员“带病流动”；对重大违法违规行为实行终身问责；对存在重大治理缺陷的机构实施早期干预；推动金融领域重要法律法规修订，完善股东股权、公司治理、市场退出等制度。
