斯里兰卡考虑回购债务，正与拉扎德磋商，官员称Uditha Jayasinghe
路透科伦坡7月30日 - 斯里兰卡公共债务办公室主任表示，该国正与咨询公司拉扎德（Lazard）进行磋商，以协助推进潜在的债务回购计划，旨在通过近期债务重组后进一步提升债务可持续性。
斯里兰卡公共债务管理办公室（PDMO）总干事乌德尼·乌杜加哈帕图瓦上周向议会委员会表示，政府正在考虑将债务回购作为其负债管理战略的一部分。
根据议会周四发布的录音记录，乌杜加哈帕图瓦于7月23日表示：“在债务管理框架下，我们最初的重点是考虑实施债券回购。”他补充道：“由于我们的工作人员尚未接受过这方面的培训，因此我们将需要寻求专家的协助。”
拉扎德公司拒绝置评。
财政部一位消息人士告诉路透，谈判尚处于“非常早期的阶段”，并表示政府在敲定任何计划之前，需要评估回购的成本。
斯里兰卡在2022年因遭遇一代人以来最严重的经济危机而违约后，已于2024年基本完成了债务重组。
该国重组后的债务包括带有“国家或有债务工具”的债券，如果达到某些经济或财政目标，这些工具将向投资者提供额外付款。虽然此类工具有助于促进债务重组 (link)，但它们结构复杂，且可能推高借贷成本 (link)。
上个月，拉扎德为赞比亚（该国近期也进行了债务重组）就回购一种附带条件债券提供了咨询建议 (link)。
