中国妇女报全媒体记者景韵润 发自北京 7月30日，在民政部第三季度例行新闻发布会上，民政部新闻发言人、办公厅（国际合作司）副主任李婉丽介绍，截至目前，向中度以上失能老年人发放养老服务消费补贴项目在全国累计核销消费券1079.92万次，核销金额65.12亿元，带动养老服务消费金额290.93亿元，超过199.86万失能老年人从项目中受益。
今年年初，在前期试点工作基础上，民政部、财政部在全国启动实施向中度以上失能老年人发放养老服务消费补贴项目，将实施至2026年12月底。
在申领资格上，补贴发放对象为经统一评估确定为中度、重度或完全失能等级的老年人，正在享受特困人员供养救助、经济困难失能老年人集中照护服务补助等相关政策的人群暂不纳入。在消费券使用上，本次补贴均为电子折扣券，用于抵扣养老服务相关费用。
养老服务消费补贴项目打破户籍限制，全国范围内符合条件的老年人均可在当前居住地直接申领。补贴项目包括居家、社区、机构养老服务。同时，政策可与长期护理保险叠加，中度以上失能老年人正在享受长期护理保险待遇的，对于其符合此次补贴项目范围内的养老服务消费金额，扣除已享受的长期护理保险待遇后，个人自付部分可通过电子消费券按规定比例予以抵扣。
