ChainCatcher 消息，据 The Bell 报道，俄罗斯联邦安全局（FSB）第 12 中心官员亚历山大·萨莫伊洛夫在 2026 年 5 月索契举行的 KROS 网络技术年会上披露，FSB 计划将 SORM（操作性侦查措施系统）安装要求扩展至加密货币交易所及游戏平台，强制其实时向安全部门共享用户数据。
值得注意的是，萨莫伊洛夫同时承认，“雅罗瓦法案”自 2016 年通过至今已满 10 年，但相关条款的落实率仅约 80%，市场人士认为这一估计仍属偏高。据 The Bell 调查，“克罗库斯城音乐厅”恐袭事件后，FSB 第二局借对 SORM 系统的大规模检查之机，进一步强化了对俄罗斯互联网的管控权。
