智通财经APP获悉，美国将于本月下旬起禁止钨废料及回收电池材料的出口，此举距特朗普授权有关部门将潜在关键物资留在国内仅不到一周时间。
根据联邦公报发布的一项新规，钨废料及“黑粉”——即废旧锂离子电池经粉碎处理后含有多种金属的物质——的供应商将被要求优先面向本土市场销售，但可申请豁免。该出口限制措施有效期为一年。
特朗普上周签署了一项法令，授权官员对含有关键矿产和材料(CMMs)的工业废料实施出口管控。这是美国利用冷战时期制定的《国防生产法》来强化供应链、减少对中国依赖的系列举措之一。
美国商务部在公报中声明称：“美国总统特朗普指出，关键矿产和材料的供应不足已对国家防务与安全构成日益严重的威胁，美国必须立即采取行动，确保可回收关键矿产和材料的供应安全。”
钨是一种硬度极高的金属，广泛应用于军事装甲、弹药以及汽车工厂精密工具等领域，且属于中国实施出口管制的金属品种之一。而“黑粉”则源自废旧锂离子电池的回收，正逐渐成为锂、钴、镍等材料日益重要的替代来源。
