在全球央行持续增持黄金、扩充储备之际，加纳央行却为国内黄金收购计划付出了高昂代价。
国际货币基金组织（IMF）最新报告显示，加纳央行2025年因国内黄金收购计划录得220亿塞地（约合19亿美元）亏损，亏损主要来自服务费、黄金化验费及交易价差。
尽管该计划成功推动加纳国际储备增加39亿美元，至2025年底达到119亿美元，但也导致央行负资产进一步扩大至国内生产总值（GDP）的6.7%。IMF指出，黄金收购计划在提升储备的同时，也给央行资产负债表带来了明显压力。
储备扩张背后的财政成本
为扩大外汇储备，加纳政府于2025年成立加纳黄金委员会（GoldBod），授权其作为国内手工及小规模矿工黄金的唯一收购机构，并由加纳央行为其提供融资开展黄金收购。
IMF数据显示，该计划推动加纳国际储备在2025年底增至119亿美元，但服务费、化验费及交易价差等成本累计造成220亿塞地亏损，进一步加剧央行负资产状况，凸显央行承担准财政职能带来的财务压力。
为切断相关风险敞口，今年7月，黄金收购计划正式移交GoldBod负责，央行退出该业务。未来相关运营成本将由GoldBod及政府承担，并纳入国家预算管理，提高财政成本透明度。
加纳扩大黄金储备，恰逢全球央行购金热潮。2025年以来，国际金价持续走高，并于2026年一度逼近5600美元/盎司，创下历史新高。随后金价高位回调，目前已回落至4250美元/盎司附近。
