财力雄厚的加密货币业已投入数亿美元进行游说，以推动法案过关，认为法案将为加密企业奠定坚实的法律基础。不过，民主党人、部分共和党人及其他批评者认为，法案在防制洗钱及道德规范方面的保障不足。
法案的推进需要通过60票门槛，但部分关键民主党议员持续反对，加上参议院还有其他议程陷入僵局，共和党籍参议院多数党领袖图恩（John Thune）周六推动一项程序性表决，最快可能于9月启动法案送交参院全院审议的程序。
然而，许多分析师与游说人士对法案前景持怀疑态度，因为11月的中期选举将分散议员们的注意力，而参议院会期也将因选举而缩短，在议程繁忙的情况下，留给议员解决分歧的时间所剩无几。
