决定书显示，浙江安桥私募基金管理有限公司存在以下情形：开展严重偏离市场公允价格的债券交易，扰乱市场秩序；未及时向中国证券投资基金业协会变更股东、实际控制人、高管信息等重大事项；缺少与业务相适应的专职员工。
以上行为违反了《私募投资基金监督管理条例》《私募投资基金监督管理暂行办法》的相关规定。
针对上述违法行为，浙江证监局对浙江安桥私募基金管理有限公司采取出具警示函的监督管理措施，并记入证券期货市场诚信档案。
