【清理光伏项目 告别“跑马圈地”】今年以来，超1000个长期圈占指标、迟迟不开工、逾期不落地的闲置光伏项目被陆续终止、撤销备案或销户。如此大规模的集中清理，在光伏行业并不多见。仔细梳理发现，多数项目的纸面年龄远大于工地年龄，很多项目手续完备、流程齐全，然而设备没影子、施工队没进场、电网预留的接入容量闲置，导致想用的用不上、占用的却不着急。这些光伏建设项目为何圈而不建，动机可能是囤积资源。光伏建设指标和电网接入容量是稀缺资源，有的企业等着指标涨价转手，有的企业等着技术成本再降一降，还有的是盲目跟风。如此行事，导致大量资源冻结在备案阶段。清退闲置光伏项目，破除资源套利乱象，可以将宝贵空间腾给真正能发电、具备稳定经济效益的项目。除了做好清退工作，还需建立长效管理机制。
