路透8月13日 - 美国白宫周四表示，总统特朗普已批准美国海军在海外建造舰艇，并下令放弃航母上复杂的电磁弹射系统，转而重新采用蒸汽弹射器发射舰载战机。
特朗普签署了一份国家安全备忘录，要求作出上述调整。这意味着福特级航母第四艘舰“多丽丝·米勒”号将放弃前三艘舰采用的电磁弹射系统（EMALS）。这一设计变更预计将使美国纳税人额外承担数亿美元成本。
特朗普长期批评海军的电磁弹射系统，认为其成本过高且效果不如传统蒸汽弹射器。
“他们在电磁弹射器上多花了数十亿美元，但效果并不好。它们远没有蒸汽弹射器好，而且过于复杂，”特朗普上月在宾夕法尼亚州的一场国防峰会上表示。
美国海军将相关置评请求转交白宫处理。
特朗普签署的备忘录还在数十年来首次为美国海军在海外建造舰艇打开大门。
根据备忘录，在美国船厂进行“大规模且长期投资”的外国造船企业，“将被暂时允许在其母国船厂建造最多两艘舰艇并交付美国海军，以快速填补产能缺口”，作为美国本土船厂建造舰艇的补充。
特朗普的备忘录还指示美国国防部长建立第五座海军船厂，以提高潜艇和航空母舰的维修能力。
