路透坎帕拉8月20日 - 乌干达财政部周三晚间表示，该国正计划向花旗银行借款最高2.077亿欧元(2.4255亿美元)，以资助该国东部一条重要公路的建设。
据 X平台的一则帖子 称，财政部长穆萨西齐（Henry Musasizi）向议员们表示，该公路“有望改善交通连接……并为乌干达北部和南部提供一条替代性交通通道”。
这笔借款可能会进一步增加该东非国家日益膨胀的公共债务负担 (link)，乌干达央行此前曾警告称，这些债务正在蚕食教育和卫生等关键社会领域所需的财政资源。
国际货币基金组织（IMF）在其最新的乌干达《第四条磋商》报告中指出，该国在7月开始的财政年度内，债务与GDP之比将升至55.5%，并预测到2030/31财年将攀升至近60%。该组织补充称，该国正面临“沉重的债务偿还负担”。
本月，评级机构惠誉（Fitch）表示，乌干达的评级 (link) 维持在“B”级，展望为稳定，但受制于不断攀升的公共债务和高昂的利息负担。
