【全民医疗保障“十五五”规划：深化医保支付方式改革】国家医保局印发《全民医疗保障“十五五”规划》。其中提出，深化医保支付方式改革。持续推进以按病种付费为主的多元复合式医保支付方式改革，强化区域总额管理。动态调整病种分组方案和支付标准，健全核心要素管理机制和配套管理机制。将异地就医直接结算住院费用纳入按病种付费范围，促进支付衔接。完善按病种付费结余留用政策，推动按病组和病种分值付费融合发展。探索对精神疾病、医疗康复等需要长期住院治疗且日均费用较稳定的疾病实施按床日等多种支付方式。推进门诊支付方式改革试点。落实符合条件的紧密型县域医共体总额付费，对中医医疗机构牵头组建的紧密型县域医共体在总额上适当倾斜。逐步完善符合中医药特点的医保支付方式。
