金吾财讯 | 中信证券表示，根据氢云链微信公众号，2026年8月15日，工信部、财政部和国家发改委印发通知，原则同意京津冀等5个城市群开展为期4年的氢能综合应用试点。若报道属实，本次批复正式确定了中央财政奖补的承载主体，标志着3月启动的氢能综合应用试点由申报遴选转入组织实施。本轮试点城市群更加分散、涉及氢能产业环节更多，政策通过事前申报即明确分工、以实际用氢规模核算奖励和年度评价等机制，来约束潜在重复建设和低效投资。另一方面，本轮政策增加批复后的资金预拨安排，本次批复又进一步要求中央及地方奖励资金及时拨付，并将地方资金不到位与中央奖励扣减或暂停挂钩，有望缩短财政资金向项目建设和终端消纳传导的链条。随着具体项目和资金逐步落地，产业链受益维度有望由政策预期进一步延伸至设备订单放量、项目建设加速等方面。该机构认为，“十五五”期间氢能行业有望迎来产业化加速。看好政策落地对工业用氢、绿色氨醇、制氢装备及燃料电池汽车等环节的推动作用。
