路透伦敦8月24日 - 菲利普·莫里斯国际公司（PM.N）和奥驰亚集团（MO.N）周一表示，双方已达成合同制造协议。奥驰亚此举旨在扩大香烟进出口业务，并利用税收退还政策。
这项被称为“双重关税退税”的政策，允许向美国境外出口产品的美国烟草公司，退还其在国内销售产品时已缴纳的联邦消费税，从而显著提升美国企业的利润。
奥驰亚公司虽在美国生产万宝路香烟，但在美国境外不销售烟草产品，目前正在加强与海外制造商的合作 (link)，以扩大其进出口业务
菲利普·莫里斯国际公司为全球其他地区生产万宝路香烟，但在美国不销售烟草产品。该公司表示，与奥驰亚达成的合同制造协议不会改变这一现状，且其无计划在美国销售香烟。

菲莫国际表示，首批货物预计将于2027年发货。两家公司均表示，预计该安排不会影响2026年的业绩
