金吾财讯 | 华泰证券表示，8月20日，上海市住建委等六部门联合印发《关于优化本市房地产政策措施的通知》（“沪八条”），自8月21日起施行。新政聚焦公积金提取、住房信贷、以旧换新、房票安置、收购二手住房五大方面，共推出八项具体举措，是继2月“沪七条”后时隔半年的再一次优化。该机构认为上海楼市新政是对7月底政治局会议“稳定房地产市场”表态的快速响应，距离北京新政仅13天，而上一轮2月25日上海政策（“沪七条”）较北京滞后约2个月。本次“沪八条”与“沪七条”侧重点有所不同，“沪七条”重点在于放松非沪籍居民购房门槛以及提高公积金贷款额度，本次“沪八条”在“限购”层面没有进一步优化，调节方向聚焦于外环外去库存、支持居民置换改善需求以及优化公积金提取，同时对房票安置和收购二手房用作保障房等内容有所着墨。该机构认为本次政策力度小于2月，结构性发力更为明显，可能和当前上海房地产市场整体平稳，但存在区域分化有关。该机构指，Q3以来，房地产市场出现边际走弱迹象。北京新政后上海快速跟进，一线城市政策进一步优化，有助于强化核心城市企稳格局，利好在核心城市有布局的房企。
