#几乎无人用的盆景式APP#【#投资数千万App日活60人#】不久前，云南曲靖的数字化项目，被曝出现烂尾、关停等现象。《焦点访谈》记者来到曲靖调查，发现曾建设曲靖“城市大脑”以及“曲靖通”App等项目的“数字曲靖运营中心”，已是人去楼空；街头随机采访中，市民大多对“曲靖通”了解不多。记者从曲靖市数据局了解到，截至2025年底，“曲靖通”App日活跃用户为60人左右。2021年，当地看到杭州的“城市大脑”城市治理效果好，便推动招投标引入企业投资，重组了曲靖数字经济公司，政府再通过采购服务的方式共同建设“城市大脑”。因为自身不具备技术能力，当地把相关技术论证和方案的主导都交给了外来的企业，企业拿出了一个大而全的“城市大脑方案”，但地方政府并不清楚“城市大脑”到底怎么建设。“城市大脑”建成后，不仅“曲靖通”没人用，“一网统管”平台也落了空，当地还连续三年支付运营费用近三千万元。2025年，曲靖市委巡察组发现，“城市大脑”项目运行存在浪费财政资金的风险。2025年起，曲靖市政府决定不再向运营方支付运营费用，曲靖数据局与曲靖数字公司签订了终止合同协议，“城市大脑”项目终止运营。2026年3月，“曲靖通”在各大手机应用商店全面下架，永久终止全部服务。据了解，整个曲靖“城市大脑”项目，市财政投入总资金2970万元，地方国企先后出资1700万元，曲靖当地共计投入了4670万元。
