ChainCatcher 消息，美国财政部扩大对伊朗制裁框架，将数字资产领域纳入其中，并称相关加密支付金额超过 1 亿美元，用于协助伊朗原油销售。美国财政部下属海外资产控制办公室（OFAC）还对近 60 个涉及核能、导弹、网络和原油网络的实体、个人及船只实施制裁。
该项数字资产领域制裁认定允许 OFAC 制裁在伊朗数字资产领域运营，或为相关领域提供支持服务的外国个人和公司。美国财政部表示，伊朗正越来越多地使用加密货币规避制裁，包括处理与伊朗伊斯兰革命卫队及政府内部人士有关的交易。美国财政部称，阿联酋籍乌克兰经纪人 Ivan Obukhov 自 2023 年以来处理了超过 1 亿美元加密支付，以代表伊朗伊斯兰革命卫队圣城军协助原油销售。OFAC 已将 Ivan Obukhov 及其阿联酋公司 Foscom FZE 列入制裁名单。
